Capitalness

Tatyana Palei in her paper in Procedia (2014) has discussed that infrastructure consists of two elements, "capitalness" and "publicness", which means they may have assets that have major capital content but not necessarily social focus.

A behavioral account requires an analysis in terms of fixed and flexible verbal relationships (Johnson & Chase, 1981) and discriminating novel combinations of previously acquired abstract tacts (Skinner, 1957), such that the learner is able to identify Paris as the correct answer independently of the specific abstract words used to describe the capitalness feature of Paris.
